"सांस्कृतिक समारोह और उत्पादन अनुदान योजना" योजना संस्कृति मंत्रालय, भारत सरकार द्वारा शुरू की गई थी। इस योजना में भारतीय संस्कृति के विभिन्न पहलुओं पर संगोष्ठियों, सम्मेलनों, अनुसंधान, कार्यशालाओं, उत्सवों, प्रदर्शनियों, संगोष्ठियों, नाटक-थिएटर, संगीत आदि और छोटी शोध परियोजनाओं का समर्थन करने के लिए सभी 'गैर-लाभकारी' संगठनों, गैर-सरकारी संगठनों, समितियों, न्यासों और विश्वविद्यालयों को शामिल किया गया है। * * 1. सम्मेलनों, संगोष्ठियों, कार्यशालाओं, संगोष्ठियों, उत्सवों, प्रदर्शनियों, नृत्य, नाटक रंगमंच, संगीत आदि का निर्माण और किसी भी कला रूप/महत्वपूर्ण सांस्कृतिक मामलों पर छोटी शोध परियोजनाओं आदि का संचालन करना। 1. सांस्कृतिक विषयों पर सर्वेक्षण, प्रायोगिक परियोजनाओं आदि जैसे विकास प्रकृति की गतिविधियों पर होने वाले खर्च को पूरा करना, जिसमें उनके प्रकाशन भी शामिल हैं। अनुदान 75 प्रतिशत (पहली किश्त) और 25 प्रतिशत (दूसरी किश्त) की दो किश्तों में जारी किया जाएगा। * * सभी भुगतान केवल इलेक्ट्रॉनिक हस्तांतरण के माध्यम से किए जाएंगे। * * लेखा प्रक्रिया: केंद्र सरकार द्वारा जारी अनुदानों के संबंध में अलग-अलग खाते बनाए रखे जाएँगे: 1. अनुदान प्राप्तकर्ता संगठन के खाते किसी भी समय भारत के नियंत्रक और महालेखा परीक्षक या उनके नामित व्यक्ति द्वारा अपने विवेकानुसार लेखा परीक्षा के लिए खुले रहेंगे। 1. अनुदान प्राप्तकर्ता संगठन भारत सरकार को एक चार्टर्ड एकाउंटेंट द्वारा ऑडिट किया गया लेखा विवरण प्रस्तुत करेगा, जिसमें अनुमोदित परियोजना पर किए गए खर्च का उल्लेख होगा और पिछले वर्षों में सरकारी अनुदान के उपयोग का संकेत होगा। यदि उपयोग प्रमाण पत्र निर्धारित अवधि के भीतर प्रस्तुत नहीं किया जाता है, तो अनुदान प्राप्तकर्ता भारत सरकार की प्रचलित उधार दर पर ब्याज के साथ प्राप्त अनुदान की पूरी राशि को तुरंत वापस करने की व्यवस्था करेगा, जब तक कि सरकार द्वारा विशेष रूप से छूट न दी गई हो। 1. अनुदान प्राप्तकर्ता संगठन भारत सरकार, संस्कृति मंत्रालय द्वारा एक समिति नियुक्त करके या सरकार द्वारा तय किए गए किसी भी अन्य तरीके से सरकार द्वारा आवश्यक समझे जाने पर समीक्षा के लिए खुला रहेगा। 1. अनुदान प्राप्तकर्ता संगठन विदेश मंत्रालय से अनुमति प्राप्त किए बिना विदेशी प्रतिनिधिमंडलों को आमंत्रित नहीं करेगा, जिसके लिए आवेदन हमेशा संस्कृति मंत्रालय के माध्यम से भेजा जाएगा। 1. यह ऐसी अन्य शर्तों और नियमों के अधीन होगा जो समय-समय पर भारत सरकार के दिशानिर्देशों द्वारा निर्धारित किए जा सकते हैं। अनुदान प्राप्त करने वाले संगठनों को अपने निर्माण/समारोह/गोष्ठी आदि के वीडियो यूट्यूब पर अपलोड करने और संस्कृति मंत्रालय के यूट्यूब/फेसबुक/ट्विटर पेज का लिंक प्रदान करने की आवश्यकता है
1. विशिष्ट परियोजनाओं के लिए अनुदान व्यय के 75 प्रतिशत तक सीमित होगा, बशर्ते कि विशेषज्ञ समिति द्वारा अनुशंसित प्रति परियोजना अधिकतम 5 लाख रुपये हो। 1. मंत्रालय असाधारण परिस्थितियों में, माननीय संस्कृति मंत्री की मंजूरी से उत्कृष्ट मैरिट और प्रासंगिकता की किसी भी परियोजना के लिए सहायता को 20 लाख रुपये तक बढ़ा सकता है।

Applications are invited for financial assistance under the scheme from Not-For-Profit Organizations including Societies, Trusts, Companies, and Universities for supporting the seminars, research, workshops, festivals, production and exhibitions, etc. organized by them on different aspects of Indian Culture.

Applicant Organization may send the completely documented applications, in the prescribed proforma, along with the recommendation of any of the National Academies, any culture-related organization under the Government of India, or by State Government/UT Administration/ State Academies.

The grant under the scheme will be considered and recommended by the Expert Committee constituted for the purpose. 1. The scrutiny of applications by the Expert Committee will be done in its meetings held from time to time throughout the year subject to the availability of funds and applications for the grant. 1. The same Expert may not be allowed to recommend the proposal of the organization of which he is the Office bearer or in any other way related to the organization. 1. All the Expert Committee Members are required to give an undertaking that he/she is neither an office-bearers nor in any other way related to any of the organizations being considered for a grant in that CFPG meeting. 1. If an Expert is found to have recommended the proposal of his/her organization, the Expert and his/her organization may be debarred from selection in that particular meeting.
Under the scheme, the grant will be provided for all types of interactive fora such as conferences, seminars, workshops, symposia, festivals and exhibitions, production on any subject important to the preservation or promotion of cultural heritage, arts, letters, and other creative endeavors.

Under the scheme, the grant for specific projects shall be restricted to 75% of the expenditure, subject to a maximum of [?]5.00 lakhs per project as recommended by the Expert Committee. The Ministry may in exceptional circumstances, increase the assistance to any project of outstanding merit and relevance up to [?]20 Lakhs with the approval of the Hon'ble Minister of Culture.
The applicant organizations that are voluntary organizations or NGOs, should, in order to qualify for the grant, have a properly constituted managing body with its powers, duties, and responsibilities clearly defined and laid down in the form of a written constitution will be eligible.
The financial assistance may be given for the following purposes: (a) Holding Conferences, Seminars, Workshops, Symposia, Festivals, Exhibitions, Production of Dance, Drama Theatre, Music, etc., and undertaking small research projects, etc. on any art forms/important cultural matters. (b) To meet expenditure on activities of a development nature like the conduct of surveys, pilot projects, etc. on cultural subjects including publications thereof.
Yes, the organization should have been functioning and registered under the Societies Registration Act (XXI of 1860), Trusts Act, Companies Act, or any Central or State Act for at least three years.
The scheme will, however, not be applicable to such organizations or institutions which are functioning as religious institutions, or as schools/colleges. The scheme is not meant for College/University Festivals.

The Grant will be released in two installments of 75% (First Installment) and 25% (Second Installment).
