भारत सरकार के संस्कृति मंत्रालय द्वारा "संबद्ध सांस्कृतिक गतिविधियों के लिए वित्तीय सहायता" योजना शुरू की गई थी। यह योजना "सांस्कृतिक बुनियादी ढांचे के निर्माण के लिए वित्तीय सहायता योजना" के तहत स्टूडियो थिएटरों सहित भवन अनुदान के लिए वित्तीय सहायता योजना घटक का एक उप-घटक है। इस योजना के उप-घटक का उद्देश्य संबद्ध सांस्कृतिक गतिविधियों के लिए दृश्य-श्रव्य प्रदर्शन को बढ़ाने के लिए परिसंपत्तियों के निर्माण के लिए वित्तीय सहायता प्रदान करना है ताकि नियमित रूप से प्रत्यक्ष प्रदर्शन का प्रत्यक्ष अनुभव दिया जा सके और त्योहारों के दौरान खुले/बंद क्षेत्रों/स्थानों में जहां बड़ी संख्या में पर्यटक/आगंतुक नियमित रूप से आते हैं और प्रमुख कार्यक्रमों/त्योहारों के दौरान आगंतुकों की संख्या बढ़कर लाखों हो जाती है। ######* * मंजूरी और अनुदान जारी: * * 1. परियोजना प्रस्ताव के अनुमोदन पर, मंत्रालय संगठन को निर्णय के बारे में सूचित करेगा, जिसमें परियोजना की स्वीकृत कुल लागत, संगठन के बराबर हिस्से की स्वीकृत सहायता की मात्रा और स्वीकृत राशि जारी करने के लिए अन्य नियम और शर्तों का संकेत होगा। 2. अनुदान जारी करने के लिए मंत्रालय द्वारा जारी मंजूरी पत्र में स्पष्ट रूप से उन उपकरणों को निर्दिष्ट किया जाना चाहिए जिनके लिए अनुदान स्वीकृत किया गया है। मंजूरी में मूल प्रस्ताव में निहित और सक्षम प्राधिकरण द्वारा अनुमोदित उपकरणों की उसी बनावट/ब्रांड की खरीद को भी निर्दिष्ट किया जाना चाहिए। 3. सहायता की स्वीकृत राशि निम्नलिखित तरीके से दो किश्तों में जारी की जाएगी: * * (1) * * * * पहली किश्त: * * स्वीकृत सहायता के 60 प्रतिशत के बराबर पहली किश्त अनुदान प्राप्तकर्ता संगठन के साथ आगे कोई पत्राचार किए बिना मंत्रालय द्वारा परियोजना प्रस्ताव/मंजूरी के अनुमोदन पर जारी की जाएगी। * * (2) दूसरी और अंतिम किश्त: * * स्वीकृत अनुदान के 40 प्रतिशत के बराबर दूसरी किश्त निम्नलिखित दस्तावेजों के बाद जारी की जाएगी: (i) अनुदान प्राप्तकर्ता संगठन ने निम्नलिखित दस्तावेज प्रस्तुत किए हैं: (क) एक चार्टर्ड एकाउंटेंट से उपकरण परियोजना पर भौतिक और वित्तीय प्रगति रिपोर्ट, जिसमें खरीदे गए उपकरणों का विवरण, चालान बिल की स्व-सत्यापित प्रति और रंगीन तस्वीरों के साथ दिया गया है। (ख) चार्टर्ड एकाउंटेंट से इस आशय का प्रमाण पत्र कि: तत्काल परियोजना के तहत अनुमोदित सांस्कृतिक उपकरणों से कुछ/सभी उपकरण खरीदे गए हैं; शेष उपकरण अनुदान की अगली किस्त प्राप्त करने के बाद खरीदे जाएंगे; और खरीदे गए उपकरणों की लागत के मूल्यांकन और परियोजना को पूरा करने के लिए आवश्यक अतिरिक्त राशि का संकेत देता है। (ग) परियोजना के खातों का लेखापरीक्षित विवरण, जिस पर एक चार्टर्ड एकाउंटेंट द्वारा विधिवत हस्ताक्षर किए गए हों। (घ) चार्टर्ड एकाउंटेंट से जी. एफ. आर. 12-ए/जी. एफ. आर. 12-सी में एक उपयोग प्रमाण पत्र, जो यह प्रमाणित करता है कि सहायता की पहली किस्त का परियोजना के लिए पूरी तरह से उपयोग किया गया है। (ई) एक चार्टर्ड एकाउंटेंट से एक प्रमाण पत्र जो प्रमाणित करता है कि संगठन ने अपने बराबर हिस्से का 60 प्रतिशत खर्च किया है। (ii) राष्ट्रीय विज्ञान संग्रहालय परिषद (एन. सी. एस. एम.)/राष्ट्रीय विज्ञान केंद्र (एन. एस. सी.)/संस्कृति मंत्रालय के अधिकारियों द्वारा परियोजना का भौतिक रूप से निरीक्षण किया गया है और अनुदान की आगे की किश्तों को जारी करने के लिए एक सकारात्मक रिपोर्ट मिली है। * * नोट: * * (i) यदि धनराशि की अंतिम आवश्यकता पूरी हो जाती है, जो अनुमोदित परियोजना लागत से कम है या संगठन द्वारा खर्च की गई समान हिस्सेदारी की राशि अनुमोदित परियोजना लागत के 60 प्रतिशत से कम है, तो अनुदान की अंतिम किस्त की राशि को तदनुसार कम किया जाएगा। (ii) परियोजनाओं से पहले और बाद की तस्वीरों वाली भौतिक निरीक्षण रिपोर्ट को जनता की प्रतिक्रिया के लिए मंत्रालय की सोशल मीडिया साइटों पर अपलोड किया जाएगा। 4. विशेषज्ञ समिति की सिफारिशों पर, बैठक के कार्यवृत्त को माननीय संस्कृति मंत्री (एचसीएम) के स्तर पर मंजूरी दी जाएगी। #####* * अनुदान की शर्तें: * * 1. भारत सरकार द्वारा जारी अनुदानों के संबंध में अनुदान प्राप्तकर्ता संगठन द्वारा अलग-अलग खाते बनाए रखे जाएंगे। 2. परियोजना के खाते और स्थल किसी भी समय संस्कृति मंत्रालय के प्रतिनिधियों द्वारा सत्यापन के लिए खुले रहेंगे। 3. सभी उपकरण परियोजनाओं को पहली किस्त जारी होने की तारीख से एक वर्ष की अवधि के भीतर पूरा किया जाना चाहिए। यदि परियोजना पहली किस्त जारी होने की तारीख से एक वर्ष की अवधि के भीतर पूरी नहीं होती है [इसमें अनुदान प्राप्तकर्ता संगठन से पूर्ण आवश्यक दस्तावेज प्राप्त करने के बाद भौतिक निरीक्षण में लिया गया समय शामिल नहीं है], तो संगठन को आगे कोई अनुदान जारी नहीं किया जाएगा और दावा समय-बाधित हो जाएगा। 4. संगठन के खाते किसी भी समय भारत के नियंत्रक और महालेखा परीक्षक या उनके नामितों द्वारा अपने विवेकानुसार लेखा परीक्षा के लिए खुले रहेंगे। 5. अनुदान या उसकी किसी भी किस्त के जारी होने के वित्तीय वर्ष के समापन के बारह महीनों के भीतर, अनुदान प्राप्तकर्ता को भारत सरकार को एक लेखा विवरण प्रस्तुत करना चाहिए जो एक चार्टर्ड एकाउंटेंट द्वारा लेखापरीक्षित और प्रमाणित किया गया है जो अनुमोदित परियोजना पर किए गए खर्च को निर्धारित करता है और एक उपयोग प्रमाण पत्र जो पिछले वर्ष में भारत सरकार के अनुदान के उपयोग को दर्शाता है। यदि उपयोग प्रमाण पत्र उक्त निर्धारित अवधि के भीतर प्रस्तुत नहीं किया जाता है, तो अनुदान प्राप्तकर्ता को भारत सरकार की प्रचलित उधार दर पर ब्याज के साथ प्राप्त अनुदान की पूरी राशि तुरंत वापस करने के लिए कहा जा सकता है, जिसमें विफल रहने पर संगठन को भारत सरकार से किसी भी भविष्य के अनुदान/वित्तीय सहायता से काली सूची में डाला जा सकता है। 6. अनुदान प्राप्तकर्ता भारत के राष्ट्रपति के पक्ष में दो प्रतिभूतियों (उनके पूर्ण डाक पते और हस्ताक्षर का उल्लेख करते हुए) के साथ एक निर्धारित प्रारूप में एक बांड का निष्पादन करेगा, जिसमें यह प्रावधान होगा कि (i) वह निर्धारित तिथियों तक अनुदान की शर्तों का पालन करेगा; और (ii) अनुदान को किसी अन्य संस्था (संस्थाओं) या संगठन (संगठनों) को हस्तांतरित नहीं करेगा या संबंधित योजना या कार्य का निष्पादन नहीं सौंपेगा, और (iii) अनुदान को नियंत्रित करने वाले समझौते में निर्दिष्ट किसी भी अन्य शर्तों का पालन करेगा। अनुदान की शर्तों का पालन करने में विफल रहने या बॉन्ड की शर्तों का उल्लंघन करने की स्थिति में, अनुदानकर्ता और बॉन्ड पर हस्ताक्षर करने वाले/प्रतिभू संयुक्त रूप से और अलग-अलग भारत के राष्ट्रपति को अनुदान की पूरी या आंशिक राशि, उस पर दस प्रतिशत प्रति वर्ष ब्याज के साथ या बॉन्ड के तहत निर्दिष्ट राशि वापस करने के लिए उत्तरदायी होंगे। 7. बॉन्ड का निष्पादन अर्ध-सरकारी संस्थानों, केंद्रीय स्वायत्त संगठनों और उन संस्थानों पर लागू नहीं होगा जिनके बजट को सरकार द्वारा अनुमोदित किया जाता है। 8. केंद्रीय सहायता से अर्जित परिसंपत्तियों पर पहला ग्रहणाधिकार भारत के राष्ट्रपति के पास निहित होगा और उपकरण को भारत सरकार की पूर्व मंजूरी के बिना अन्य पक्षों को पट्टे पर या गिरवी नहीं रखा जाएगा। 9. सरकारी अनुदानों से पूरी तरह से या पर्याप्त रूप से अर्जित परिसंपत्तियों को छोड़कर, जिन्हें सामान्य वित्तीय नियमों में निर्धारित प्रक्रिया के अनुसार अप्रचलित और अनुपयोगी घोषित किया गया है या जिनकी निंदा की गई है, अनुदान-सहायता द्वारा स्वीकृत प्राधिकरण की पूर्व मंजूरी प्राप्त किए बिना उनका निपटान नहीं किया जाएगा। 10. यदि किसी भी स्तर पर सरकार सरकारी अनुदान के उचित उपयोग या उससे सृजित सुविधाओं से संतुष्ट नहीं है, तो सरकार अनुदान की पूरी राशि को ब्याज के साथ भारत सरकार की प्रचलित ऋण दरों पर वापस करने के लिए कह सकती है। 11. अनुदान प्राप्तकर्ता संगठन स्थानीय क्षेत्र में लागू होने वाले उपकरणों को नियंत्रित करने वाले कानूनों के किसी भी उल्लंघन के लिए पूरी तरह से जिम्मेदार होगा। 12. अनुदान प्राप्त करने वाले संगठन सांस्कृतिक कार्यक्रम देखने आने वाले आगंतुकों के बीच दृश्य-श्रव्य माध्यमों के माध्यम से गंगा नदी की सफाई, संरक्षण और कायाकल्प के संदेश को बढ़ावा/प्रचार करेंगे। वे भारत सरकार के अन्य सामाजिक क्षेत्र के कार्यक्रमों के संदेश का भी प्रसार करेंगे। 'स्वच्छ भारत अभियान'; 'बेटी बचाओ-बेटी पढ़ाओ' आदि। 13. एन. सी. एस. एम. ऑडियो-विजुअल प्रदर्शन की लाइव स्ट्रीमिंग के लिए एक ई-प्लेटफॉर्म प्रदान करेगा जिसके लिए योजना के तहत वित्तीय सहायता प्रदान की जाएगी। 14. ऐसी अन्य शर्तें भारत सरकार द्वारा समय-समय पर लगाई जा सकती हैं। 15. मामले को समाप्त करने के लिए, आवेदक को उस वित्तीय वर्ष के समापन के 6 महीने के भीतर निम्नलिखित दस्तावेज जमा करने चाहिए जिसमें अंतिम किस्त जारी की जाती है: क) प्रत्येक वस्तु की लागत और उस पर भुगतान किए गए लागू करों को दर्शाने वाले चालान बिलों की स्व-सत्यापित प्रति। ख) चार्टर्ड एकाउंटेंट से परियोजना समाप्ति रिपोर्ट। ग) चार्टर्ड एकाउंटेंट से प्रमाण पत्र कि संगठन ने अपने बराबर हिस्से की पूरी राशि खर्च कर दी है।
1. योजना घटक के तहत अधिकतम सहायता, जिसमें लागू शुल्क और कर और पांच वर्षों के लिए संचालन और रखरखाव (ओ एंड एम) लागत भी शामिल है, निम्नानुसार होगी: (i) * * ऑडियो: * * ₹100 लाख; (ii) * * ऑडियो + वीडियो: * * ₹150 लाख 2। इस योजना के तहत सभी अनुदान गैर-आवर्ती प्रकृति के होंगे। आवर्ती व्यय, यदि कोई हो, अनुदान प्राप्तकर्ता संगठन की जिम्मेदारी होगी। 3. किसी संगठन को इस घटक के तहत सहायता निर्धारित मौद्रिक सीमा के भीतर अनुमोदित अनुमानित परियोजना लागत के अधिकतम 90 प्रतिशत (करों और शुल्कों सहित) तक सीमित होगी। अनुमोदित अनुमानित परियोजना लागत की शेष राशि संगठन द्वारा अपने 'समान हिस्से' के रूप में वहन की जानी है। * * नोट: उपकरण के लागत अनुमान का संकेत देते समय, आवेदक संगठन को पांच वर्षों के लिए शुल्क और करों और ओ एंड एम लागतों को अलग से निर्दिष्ट करना होगा।

Applications are invited for Central financial assistance from not-for-profit organizations who are engaged at least for the past three years in the desired allied cultural activities/State Governments/Union Territories/District Authorities under the scheme who fulfills the eligibility criteria prescribed in the guidelines of the scheme sub-component.

Duly filled applications in the prescribed proforma along with the checklist and all the requisite enclosures would have to be sent by email to [email protected]/ [email protected] or any valid medium of communication to “The Director, National Science Centre, Near Gate No. 1, Bhairon Road, Pragati Maidan, New Delh-110001.” Note 01: All relevant documents must accompany the application. Note 02: All registered not-for-profit organizations that want to apply under the scheme component are required to first sign up/register with NGO Darpan Portal: https://ngodarpan.gov.in/ and obtain Unique ID No. Note 03: All entries in the application form should be legible and filled in clearly. Note 04: Each page of the application and enclosures should be serially numbered and signed by the authorized signatory of the organization. Further, the page number of the relevant document should clearly be indicated on the checklist. Note 05: It may be noted that incomplete applications and applications without the necessary enclosures as mentioned in the application form will not be entertained, in any respect. चरण 1: Offline — Step 01
All applications received by the National Science Centre (NSC), New Delhi will be scrutinized for completeness as per the requirements of the Scheme sub-component as mentioned in the Checklist of the application form. Applications that are incomplete (without requisite documents) will not be processed further for evaluation by the Expert Committee. Deficiencies in the application will be intimated by NSC, New Delhi to the applicant organizations under intimation to the Performing Arts Section, Ministry of Culture.

Technical appraisal of the equipment for which financial assistance is sought shall be done by National Science Centre (NSC), New Delhi.
चरण 3: Offline — Step 03
There will be an Expert Committee constituted under the Chairpersonship of Joint Secretary (P.Arts), Ministry of Culture to evaluate the applications received under the scheme subcomponent. Director, NSC, New Delhi, and Director General, NCSM, Kolkata, or his representative/nominee will be Members whereas Director/Deputy Secretary (P.Arts) will be the Member Secretary of the Committee.

Applications complete in all respects will be taken up for consideration by the Expert Committee, which will meet from time to time during the year, depending on the number of applications received for the grant.

The Expert Committee will evaluate each project proposal on its merit, with specific reference to the following: (a) Whether the applicant organization is well established in the field and has got an identity of its own; (b) Whether the proposal is well-conceived; (c) Financial appraisal of the project whether the cost estimates are reasonable; and (d) Whether the organization has the capacity or has made arrangements to bring in its matching share to complete the project.

As far as possible the proposals will be considered and recommended keeping in view the geographical spread of the country.
The objective of this scheme is to provide financial assistance for the creation of assets for enhancing the audio-visual spectacle for allied cultural activities to give first-hand experience of live performances on a regular basis and during festivals in open/closed areas/spaces where large numbers of tourists/visitors come regularly and during major events/festivals the number of visitors swells to lakhs.

Assistance under this component to an organization will be restricted to a maximum of 90% (including taxes and duties) of the approved estimated project cost along with five years of O&M costs, within the prescribed monetary ceiling. Grants will be given to projects for procurement of audio-video equipment, which will include Microphone, Transmitter, Power conditioner, Audio Mixer, Live Encoder, Router, Streaming Transceiver, Broadcast quality video cameras, Hyper Cardioid Microphones, Digital Mixer, Audio Delay Device, Amplifiers, Line Array Speakers, Network Switch, LED Display Controller, Audio De-Embedder, etc.
Yes, the organization should be registered as a society under the Registration of Societies Act (XXI of 1860) or similar Acts, or as a Trust or as a Not-for-Profit Company, at least for a period of three years.
All grants under the scheme will be of a non-recurring nature. Recurring expenditures, if any, will be the responsibility of the grantee organization.
On approval of the project proposal, the Ministry will communicate the decision to the organization, indicating the approved total cost of the project, the quantum of assistance sanctioned the quantum of matching share of the organization, and other terms and conditions for release of the sanctioned amount of assistance.
The sanctioned amount of assistance will be released in two installments, the first installment equal to 60% of the sanctioned assistance will be released upon approval of the project proposal/sanction by the Ministry without any further correspondence with the grantee organization, and the second installment equal to 40% of the sanctioned grant.
All equipment projects must be completed within a period of one year from the date of release of the 1st installment. If the project is not completed within a period of one year from the date of release of the 1st installment [this excludes the time taken in physical inspection after receiving complete requisite documents from the grantee organization], no further grant shall be released to the organization and the claim will become time-barred.
