"राष्ट्रीय उपस्थिति के साथ सांस्कृतिक संगठनों को वित्तीय सहायता" योजना संस्कृति मंत्रालय, भारत सरकार द्वारा शुरू की गई थी। योजना घटक का उद्देश्य सांस्कृतिक कार्यक्रमों/त्योहारों के संचालन पर होने वाले खर्च को पूरा करने के लिए राष्ट्रीय उपस्थिति वाले सांस्कृतिक संगठनों को वित्तीय सहायता प्रदान करना है। * * अनुदान जारी करने का तरीका और शर्तें: * * 1. अनुदान विशेषज्ञ सलाहकार समिति द्वारा और उसके बाद संस्कृति मंत्रालय में प्रशासनिक प्राधिकरण द्वारा योजना के तहत प्राप्त आवेदनों/प्रस्तावों के मूल्यांकन के आधार पर दिया जाएगा। 1. अनुदान का भुगतान दो किश्तों में किया जाएगा। 75 प्रतिशत और 25 प्रतिशत), पहला परियोजना की मंजूरी के समय जारी किया जा रहा है। दूसरी किस्त उपयोग प्रमाण पत्र की प्राप्ति पर उचित प्रारूप में जारी की जाएगी [जी. एफ. आर.-19 (ई) के अनुसार, अनुदान की पूरी राशि के उपयोग के साथ-साथ अनुदान प्राप्तकर्ता के हिस्से और एक चार्टर्ड एकाउंटेंट द्वारा प्रमाणित अन्य दस्तावेजों को दर्शाने वाले खातों का विधिवत लेखा परीक्षित विवरण। अनुदान की शेष राशि जारी करने का निर्णय स्वीकृत अनुदान की अधिकतम सीमा के अधीन परियोजना पर किए गए वास्तविक व्यय के आधार पर किया जाएगा। 1. योजना के तहत वित्तीय सहायता प्राप्त करने वाला संगठन संस्कृति मंत्रालय, भारत सरकार या संबंधित राजकीय द्वारा अधिकृत अधिकारी/प्रतिनिधि द्वारा निरीक्षण के लिए खुला रहेगा। 1. परियोजना के खातों को ठीक से और अलग से रखा जाएगा और आवश्यकता पड़ने पर भारत सरकार को प्रस्तुत किया जाएगा और केंद्र सरकार या राजकीय के एक अधिकारी या भारत के नियंत्रक और महालेखा परीक्षक द्वारा अपने विवेकानुसार जाँच की जाएगी। 1. संगठन कला और संस्कृति को बढ़ावा देने पर केंद्रित संस्थान/संगठन/संस्कृति के भवन के रखरखाव (कर्मचारियों का वेतन, कार्यालय व्यय, विविध व्यय) और निर्माण/मरम्मत/विस्तार/बहाली/नवीनीकरण के लिए उपयोग किए गए खर्चों का एक विस्तृत विवरण प्रस्तुत करेगा। 1. संगठन केंद्र सरकार के अनुदान से पूरी तरह से या पर्याप्त रूप से अर्जित सभी परिसंपत्तियों का रिकॉर्ड रखेगा और भारत सरकार की पूर्व लिखित मंजूरी के बिना उन उद्देश्यों के अलावा अन्य उद्देश्यों के लिए निपटान या बोझ या उपयोग नहीं करेगा जिनके लिए अनुदान दिया गया था। 1. यदि किसी भी समय, भारत सरकार के पास यह मानने का कारण है कि स्वीकृत धन का उपयोग स्वीकृत उद्देश्यों के लिए नहीं किया जा रहा है, तो अनुदान का भुगतान रोका जा सकता है और पहले के अनुदान की वसूली की जा सकती है। 1. संगठन को अनुमोदित परियोजना के काम में उचित अर्थव्यवस्था का प्रयोग करना चाहिए। 1. अनुदान प्राप्तकर्ता संगठन संस्कृति मंत्रालय को परियोजना की तिमाही प्रगति रिपोर्ट प्रस्तुत करेगा, जिसमें भौतिक उपलब्धियों और प्रत्येक अनुमोदित वस्तु पर किए गए खर्च दोनों का विस्तार से उल्लेख होगा। 1. जिन आवेदनों के खिलाफ पिछला अनुदान/उपयोग प्रमाण पत्र लंबित है, उन पर विचार नहीं किया जाएगा। 1. संगठनों को अनिवार्य रूप से कम से कम 02 गतिविधियों (समारोह, व्याख्यान, संगोष्ठी, कार्यशाला, प्रदर्शनी आदि) का आयोजन करना चाहिए। उनके आसपास के किसी भी स्कूल में। इस आशय का प्रमाण पत्र विद्यालय के प्राचार्य से दूसरी किस्त जारी करने के लिए अनिवार्य होगा। 1. अनुदान प्राप्तकर्ता निम्नलिखित का रखरखाव करेगा:-सरकार से प्राप्त सहायता अनुदान के सहायक खाते-हाथ से लिखी हुई मशीन संख्या वाली पुस्तक में नकद पुस्तक रजिस्टर। - सरकार और अन्य एजेंसियों से प्राप्त अनुदान के लिए अनुदान सहायता रजिस्टर। - छात्रावास भवन आदि के निर्माण जैसे खर्च की प्रत्येक वस्तु के लिए अलग-अलग खाता-पत्र। लेखा प्रक्रियाएँ: केंद्र सरकार द्वारा जारी अनुदानों के संबंध में अलग-अलग खाते बनाए रखे जाएँगे। अनुदान प्राप्तकर्ता संगठन के खाते किसी भी समय भारत के नियंत्रक और महालेखा परीक्षक या उनके नामित व्यक्ति द्वारा अपने विवेकानुसार लेखा परीक्षा के लिए खुले रहेंगे। 1. अनुदान प्राप्तकर्ता संगठन भारत सरकार को एक चार्टर्ड एकाउंटेंट द्वारा ऑडिट किया गया लेखा विवरण प्रस्तुत करेगा, जिसमें अनुमोदित परियोजना पर किए गए खर्च को बताया जाएगा और पिछले वर्षों में सरकारी अनुदान के उपयोग का संकेत दिया जाएगा। यदि उपयोग प्रमाणपत्र निर्धारित अवधि के भीतर प्रस्तुत नहीं किया जाता है, तो अनुदान प्राप्तकर्ता भारत सरकार की प्रचलित उधार दर पर ब्याज के साथ प्राप्त अनुदान की पूरी राशि को तुरंत वापस करने की व्यवस्था करेगा, जब तक कि सरकार द्वारा विशेष रूप से छूट न दी गई हो। 1. अनुदान प्राप्तकर्ता संगठन भारत सरकार, संस्कृति मंत्रालय द्वारा एक समिति नियुक्त करके या सरकार द्वारा तय किए गए किसी भी अन्य तरीके से सरकार द्वारा आवश्यक समझे जाने पर समीक्षा के लिए खुला रहेगा। 1. अनुदान प्राप्तकर्ता संगठन विदेश मंत्रालय से अनुमति प्राप्त किए बिना विदेशी प्रतिनिधिमंडलों को (संस्कृति मंत्रालय की योजना द्वारा वित्तीय रूप से समर्थित कार्यक्रमों के संबंध में आमंत्रित किया जा रहा है) आमंत्रित नहीं करेगा, जिसके लिए आवेदन संस्कृति मंत्रालय के माध्यम से भेजा जाएगा। 1. यह ऐसी अन्य शर्तों के अधीन होगा जो सरकार द्वारा समय-समय पर लगाई जा सकती हैं।
1. एक संगठन को आम तौर पर 1 करोड़ रुपये की वित्तीय सहायता दी जाती है। 1. मंत्रालय द्वारा वित्तीय सहायता केवल 2 करोड़ रुपये तक सीमित होगी। हालांकि, एचसीएम की मंजूरी से असाधारण/योग्य मामलों में राशि को 5 करोड़ रुपये तक बढ़ाया जा सकता है। 1. किसी संगठन को योजना के तहत सहायता स्वीकृत लागत के अधिकतम 67 प्रतिशत तक सीमित होगी, जो ऊपर दी गई सीमा के अधीन होगी। स्वीकृत लागत का शेष 33 प्रतिशत संगठन द्वारा अपने 'समान हिस्से' (राज्य/केंद्र शासित प्रदेश सरकार/केंद्रीय मंत्रालयों/सार्वजनिक उपक्रमों/विश्वविद्यालयों आदि के योगदान के अलावा) के रूप में खर्च किया जाना है

The eligible applicant organizations should submit two copies of the applications, complete in all respect at the address mentioned below: Section Officer (P. Arts. I), Room No.205, 2nd Floor, ‘D’ – Block, Puratatva Bhawan, GPO Complex, INA, New Delhi-110023 Note 01: Each and every page of the application and enclosures must be signed by the authorized signatory & stamped with the seal of the organization. Note 02: Cultural organizations must submit their two copies of applications/proposals in two separate file covers. Note 03: All papers of the applications/proposals must be page numbered (on the top right-hand corner) in a back-to-back fashion. Note 04: The applicant cultural organizations must attach an Index on top of the application/proposal clearly showing the page number at which various required documents, etc. are placed in the application/proposal. Note 05: The applications duly filed in prescribed Pro forma should be recommended by the Cultural Department/Wing of the concerned Central Government/State Government/UT Administration or any of the Zonal Cultural Centers of the Ministry of Culture/National Academies including National School of Drama(NSD), Sangeet Natak Academy(SNA), Lalit Kala Akademy(LKA), CCRT, Indira Gandhi National Centre for Arts(IGCNA) and bodies of similar stature and should be routed through these Organizations only. However, the Ministry of Culture will have the discretion to entertain an application directly. The objective of the scheme is to provide financial assistance to Cultural Organizations with National Presence to meet the expenditure to be incurred on conducting the cultural programmes/festivals.

The financial assistance under the scheme to an Organization will be restricted to a maximum of 67% of the approved cost. The grant shall be given based on the appraisal of applications/proposals received under the scheme by the Expert Advisory Committee and thereafter by the administrative authority in the Ministry of Culture.
The grant will be paid in two installments (i.e. 75% & 25%), the first being released at the time of approval of the project. The second installment will be released upon receipt of the Utilization Certificate.
