"गौरा शक्ति योजना" योजना उत्तराखंड सरकार के गृह विभाग के तहत पुलिस विभाग द्वारा लागू की जाती है। इस योजना का उद्देश्य महिलाओं और लड़कियों के खिलाफ अपराधों को रोकना और किसी भी घटना के मामले में त्वरित कार्रवाई सुनिश्चित करना है। इसके तहत राज्य में तीन स्तरीय सहायता प्रणाली स्थापित की गई है, जिसमें थाना स्तर पर महिला डेस्क, जिला स्तर पर महिला सुरक्षा हेल्प लाइन और महिला परामर्श प्रकोष्ठ और राज्य स्तर पर राज्य महिला सुरक्षा हेल्प लाइन शामिल हैं। इस योजना के तहत त्रिस्तरीय प्रणाली को संरचनात्मक रूप से मजबूत करने, कामकाज में पारदर्शिता बढ़ाने, महिलाओं और लड़कियों के बीच अपने अधिकारों के बारे में जागरूकता पैदा करने और उन्हें आत्मरक्षा का प्रशिक्षण देने के प्रयास किए जा रहे हैं। इसके अतिरिक्त, प्रभावी कार्यान्वयन सुनिश्चित करने के लिए हर स्तर पर पुलिस अधिकारियों की जिम्मेदारियों को स्पष्ट रूप से परिभाषित किया गया है
इस योजना के तहत महिलाओं के खिलाफ अपराधों को रोकने और महिलाओं की सुरक्षा सुनिश्चित करने के लिए उत्तराखंड पुलिस द्वारा निम्नलिखित कदम उठाए गए हैंः 1. प्रत्येक पुलिस थाने में महिला सहायता डेस्क के तहत एक त्वरित प्रतिक्रिया दल (क्यू. आर. टी.) का गठन किया गया है। पुलिस स्टेशन में महिलाओं से संबंधित शिकायत मिलने पर, क्यू. आर. टी. तुरंत मौके पर पहुंचती है और पीड़ित को हर संभव सहायता प्रदान करते हुए पहले उत्तरदाता के रूप में कार्य करती है। 1. महिलाओं के खिलाफ अपराधों के संबंध में हॉट स्पॉट और संवेदनशील क्षेत्रों की पहचान की जा रही है। ऐसे हॉटस्पॉट में सीसीटीवी कैमरे/लाइट लगाए जा रहे हैं और उनकी नियमित निगरानी सुनिश्चित की जा रही है। 1. चीता, महिला चीता और सीपीयू टीमों द्वारा नियमित गश्त स्कूलों, कॉलेजों और कोचिंग संस्थानों के खुलने और बंद होने के घंटों के दौरान की जाती है। 1. महिला हेल्प डेस्क प्रभारी और चार कांस्टेबलों की एक टीम का गठन किया गया है, जिसका नाम "टीम गौरा" है। टीम नियमित रूप से छात्रों को सुरक्षा, नशीली दवाओं, यातायात नियमों, साइबर अपराध आदि के बारे में शिक्षित करने के लिए जागरूकता कार्यक्रम आयोजित करती है। इस पहल को मजबूत करने के लिए मुख्यालय से जिलों में लगभग 3,000 जागरूकता पुस्तिकाएं वितरित की गई हैं। 1. 20 से 22 फरवरी 2023 तक, सभी जिलों से टीम गौरा में नियुक्त कुल 35 महिला कर्मियों को आत्मरक्षा प्रशिक्षक पाठ्यक्रम (स्तर-1) प्रशिक्षण प्रदान किया गया। निरंतरता में, इन कर्मियों को स्तर-2 प्रशिक्षण प्रदान करने की प्रक्रिया चल रही है। ये प्रशिक्षित महिला पुलिसकर्मी बालिकाओं को आत्मरक्षा तकनीक सिखाने के लिए जिलों के स्कूलों, कॉलेजों और अन्य संस्थानों में नियमित रूप से प्रशिक्षण कार्यक्रम आयोजित कर रही हैं
चरण 1: Offline application
In view of the safety of women and the prompt redressal of their complaints, the “Gaura Shakti Module” has been developed under the Uttarakhand Police App. After registration, the registrant remains in direct one-to-one contact with the designated Women Police Officer of the concerned police station. For effective implementation, a detailed SOP has been prepared, and all concerned officials have been trained at the headquarters level. In addition, a separate mobile number has been allotted to the in-charges of Women Help Desks in all police stations. Through this app, women can also easily register complaints online. To ensure 24×7 accessibility, the Police Department has made the following platforms available for reporting crimes against women/girls or for registering complaints: 1. Dial 112 – with trained female police personnel available round-the-clock. 1. WhatsApp number at Police Headquarters – 9411112780 1. “Women Help Desk” at every police station. 1. Uttarakhand Police App – “Gaura Shakti Module” / SOS feature 1. Police station / outpost With the objective of making every police station in the state more women-friendly, at least one Woman Sub-Inspector and four Women Constables have been deployed at each police station. • The Uttarakhand Police also ensures payment of compensation amounts as per rules under the Crime Victim Assistance Scheme, 2013. Further, the Uttarakhand Sexual Crime and Other Crimes Victim/Survivor Women Compensation Scheme, 2020 has been implemented for women victims. All concerned officials have been directed to assist crime victims in obtaining compensation under both schemes and to coordinate with the concerned departments as required. • Keeping in mind the sensitivity of cases involving women, investigations of sexual crimes against women are conducted exclusively by Women Officers. To ensure quality investigations, a booklet containing detailed SOPs and instructions has been issued by the headquarters and distributed to all women investigators. For scientific evidence collection in such cases, Sexual Assault Evidence Collection (SAEC) Kits are being provided to districts as needed. • Cases registered under POCSO and rape are being disposed of within the prescribed timelines. According to the ITSSO Portal, Uttarakhand ranks third at the national level in the timely disposal of such cases within two months. • Under the provisions of the Juvenile Justice Act, 2015, a Special Juvenile Police Unit (SJPU) has been constituted in each district under the chairmanship of the Senior Superintendent of Police. Additionally, a Child Welfare Police Officer (CWPO) has been appointed at every police station. Child-friendly police stations have also been established in every district. <br>
The primary objective is to strengthen women’s safety by preventing crimes, ensuring immediate police response, promoting awareness, and empowering women through self-defense training. <br>

“Team Gaura” consists of four women help desk in-charges and four constables. They regularly conduct awareness programs in schools and colleges on issues like safety, drug abuse, traffic rules, and cybercrime. <br>
Women personnel in “Team Gaura” are provided Self-Defense Instructor training (Level-I completed, Level-II underway). They further train girls in schools and colleges in self-defense techniques. <br>
The Gaura Shakti Module is a feature in the Uttarakhand Police App where women can register complaints, access SOS services, and stay connected with the mapped women police officer of their police station. <br>

Under the Juvenile Justice Act, 2015, Special Juvenile Police Units (SJPU) are formed in each district, and Child Welfare Police Officers (CWPO) are appointed in every police station. <br>
Sensitive areas or “hot spots” are identified, equipped with CCTV cameras and lighting, and regularly monitored to prevent crimes against women. <br>

Open Official Website"ARAVANAIPPU", a scheme by the Dept of Women and Child Development, Govt of Puducherry aims to improve the status of the girl child and provide nutritious food; financial assistance of ₹1200 is offered to lactating mothers. The girl child of the applicant should be born after 1-4-2005.
Under the scheme, financial assistance of ₹2,100/- per year is provided to girls studying in Class 1 to 8 in government schools, belonging to families living below the poverty line (BPL) and whose both or one parent has passed away. Girls studying in Class 9 to 12 receive ₹2,500/- per year.

Under this scheme, financial assistance of ₹25,000/- per girl is provided for a maximum of two marriageable daughters of widows of ex-servicemen up to the rank of Havaldar, who are not receiving a Marriage Grant from the Kendriya Sainik Board.
