Emergency Response Sanitation Units are established to systemize human entry into sewer and septic tanks through the organization of a professional, well-trained, motivated and appropriately equipped establishment for mechanized cleaning operations. <br>
The District Magistrate in every district can be designated as the Responsible Sanitation Authority with clearly defined roles and responsibilities through statute to oversee sanitation response operations. <br>
A well-equipped Sanitation Response Unit shall be set up in the headquarters of the Urban Local Body of the district, with a mandate to serve the entire district covering both rural and urban areas. <br>
Each Emergency Response Sanitation Unit established in the largest Urban Local Body of each district shall service emergency cleaning operations in both urban areas and the peripheral rural jurisdiction of that district. <br>
Approximately 1000 Sanitation Response Units are likely to be set up across the country for emergency cleaning of sewers and septic tanks. <br>
Emergency Response Sanitation Units should operationalize helpline number 14420 to receive service requests from citizens for cleaning of sewer septic tanks and related emergency services. <br>
Only skilled and certified Sewer and Septic Tank Workers designated as Sewer Entry Professionals will undertake manual cleaning of septic tanks, machine holes, and sewer lines in exceptional cases. <br>
Emergency Response Sanitation Units will receive safety devices including air compressor for blower, air purified gas mask, breathing apparatus, emergency medical oxygen kit, full body wader suit, safety harness, and other protective equipment. <br>
Safety devices costing up to ₹2,00,000 will be provided to Emergency Response Sanitation Units on reimbursement basis for conducting safe manual cleaning operations in emergency situations. <br>
Emergency Response Sanitation Units will receive safety devices after appointment of Responsible Sanitation Authority, establishment of functional helpline number, completion of profiling of Sewer and Septic Tank Workers, and their occupational training. <br>
Ministry of Housing and Urban Affairs will provide specific training to Sewer Entry Professionals and Emergency Response Sanitation Unit staff for cleaning sewers and septic tanks in emergency conditions. <br>
A competency-based approach for training will be adopted creating an ecosystem for delivering simulation and video-based training, practical assessments and certification matching global standards. <br>
Emergency Response Sanitation Units are mandated to handle emptying of septic tanks, sewerage network maintenance, and mechanized cleaning operations requiring professional intervention. <br>
Department of Drinking Water and Sanitation shall collaborate with Emergency Response Sanitation Units for sensitization of rural bodies for availing emergency cleaning services in peripheral rural areas. <br>
