"अनुसंधान और विकास" योजना को उत्तराखंड राज्य विज्ञान और प्रौद्योगिकी परिषद (यू. सी. ओ. एस. टी.) द्वारा विज्ञान और प्रौद्योगिकी, उत्तराखंड सरकार के तहत लागू किया जाता है। इस योजना का उद्देश्य राज्य भर के वैज्ञानिकों, शोधकर्ताओं और शैक्षणिक संस्थानों को अनुदान और तकनीकी सहायता प्रदान करके राज्य की समस्याओं का समाधान करने के लिए वैज्ञानिक अनुसंधान को प्रोत्साहित करना है

चरण 1: Offline application
After submitting the proposal to the council in the prescribed format, it is presented at a meeting of the Project Evaluation Committee constituted at the council level. Based on the committee’s recommendations, the necessary documents must be forwarded to the proposed institution (university or college) through the President of the institution. <br>
Academic scientists, researchers, and scholars from government or private colleges, universities, research institutes, and technical institutions across Uttarakhand are eligible to participate. <br>
The scheme provides financial grants, technical guidance, and institutional support to carry out scientific research projects. <br>
