भैंस उद्यमिता विकास योजना ओडिशा सरकार के मत्स्य पालन और पशु संसाधन विकास विभाग द्वारा शुरू की गई थी। इस योजना का उद्देश्य पशुधन उत्पादकता को बढ़ाना है, विशेष रूप से ओडिशा में हाशिए पर पड़े किसानों, उद्यमियों या एसएचजी के सदस्यों के बीच जो सामान्य, एससी, एसटी श्रेणियों, एसएचजी सदस्यों, पीडब्ल्यूडी, महिलाओं और ट्रांसजेंडर व्यक्तियों से संबंधित हैं। यह योजना राज्य के सभी 30 जिलों को कवर करेगी। कार्यान्वयनः यह योजना पशुपालन और पशु चिकित्सा सेवा निदेशालय, ओडिशा, कटक द्वारा मुख्य जिला पशु चिकित्सा अधिकारियों और उनके क्षेत्रीय अधिकारियों के माध्यम से लागू की गई थी।
