मुख्यमंत्री बीज स्वावलंबन योजना शुरू करने का मुख्य उद्देश्य राज्य के छोटे और सीमांत सामान्य किसानों को बीज उपलब्ध कराने के लिए कृषि विभाग द्वारा 50 प्रतिशत तक की सब्सिडी प्रदान करना है। इसके अलावा, गरीबी रेखा से नीचे रहने वाले किसानों को मुफ्त मिनी किट प्रदान किए जाने हैं। ताकि राज्य के किसान अपने खेतों में बीज का उत्पादन करके समृद्धि और आत्मनिर्भरता की दिशा में कदम उठा सकें। और उन्हें अपने खेत में उपयोग के लिए बीज का उत्पादन करने के लिए प्रोत्साहित किया जा सकता है। इस योजना का लाभ मिलने से किसान कम लागत पर अच्छी फसल का उत्पादन कर सकेंगे। इससे उनकी आर्थिक स्थिति भी बढ़ेगी। राज्य निधि की यह योजना राज्य के कोटा, भीलवाड़ा और उदयपुर कृषि प्रखंडों में एक प्रायोगिक परियोजना के रूप में शुरू की गई थी। वर्ष 2018-19 से योजना का विस्तार करके, इस योजना को राज्य के सभी प्रखंडों में लागू किया जा रहा है। - 1. फसल का चयनः *------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ - - इस योजना के तहत उन किसानों का चयन करके एक समूह का गठन किया जाता है जो प्रगतिशील हैं और किसी विशेष फसल की खेती में रुचि रखते हैं। प्रत्येक समूह में 30 से 50 किसानों का चयन, जिनके द्वारा उस फसल की बुवाई का क्षेत्र आम तौर पर 50 से 100 हेक्टेयर होगा। आवश्यकता के अनुसार, समूह द्वारा ही किसान समूह से 2 से 4 बीज उत्पादक किसानों का चयन किया जाता है। समूह के बाकी सदस्य वे किसान होंगे जो आने वाले वर्ष में बुवाई के लिए उपरोक्त उत्पादित बीजों का उपयोग करेंगे। - प्रत्येक किसान समूह के बीज उत्पादक किसानों को वांछित आधार/प्रमाणित बीज (चरण-1) मुफ्त में उपलब्ध कराने का प्रावधान। * *-एक समूह के एक दिवसीय प्रशिक्षण पर प्रति किसान 30/- रुपये और प्रति प्रशिक्षण अधिकतम 1500/- रुपये खर्च करने का प्रावधान है। समूह के किसानों को बीज उत्पादन प्रक्रिया के बारे में पूरी जानकारी देने के लिए तीन एक दिवसीय प्रशिक्षण कार्यक्रम आयोजित किए जाते हैं। किसानों को चराई के लिए भुगतान (1000/-/हेक्टेयर)। संबंधित बीज उत्पादक को डी. बी. टी./आर. टी. जी. एस. किसान के खाते में दिया जाता है।
किसानों के समूह द्वारा उत्पादित बीजों का उपयोग अगले वर्ष उत्पादन के लिए बाकी किसानों द्वारा किया जाएगा।
