"कौशल उन्नयन और महिला कॉयर योजना" योजना "कॉयर विकास योजना (सी. वी. वाई.)" का एक घटक है और यह योजना सूक्ष्म, लघु और मध्यम उद्यम मंत्रालय, भारत सरकार द्वारा शुरू की गई थी। "कौशल उन्नयन और महिला कॉयर योजना" योजना में दो अलग-अलग घटक शामिल हैं अर्थात (ए) कौशल उन्नयन, (बी) महिला कॉयर योजना। यह योजना नए उद्यमियों को आकर्षित करने के लिए उद्यमिता विकास कार्यक्रम, कार्यशालाएं, सेमिनार और एक्सपोजर टूर जैसे कार्यक्रम आयोजित करके कॉयर उद्योग के विकास का समर्थन करती है। यह कुशल श्रमशक्ति बनाने के लिए कताई, बुनाई और मूल्य वर्धित कॉयर उत्पादों के निर्माण में प्रशिक्षण प्रदान करता है। महिला कॉयर योजना के तहत महिलाओं के लिए प्रशिक्षण और वित्तीय सहायता सहित विशेष प्रावधान किए गए हैं। यह योजना ग्रामीण महिला कारीगरों के बीच स्व-रोजगार को बढ़ावा देने के लिए कॉयर प्रसंस्करण उपकरण और मशीनरी पर 75 प्रतिशत सब्सिडी प्रदान करती है। <बीआर>
सहायता की प्रकृति: कॉयर श्रमिकों/उद्यमियों को कॉयर बोर्ड द्वारा विकसित आधुनिक तकनीकों के बारे में जागरूकता मिलेगी। प्रशिक्षण कार्यक्रम प्रशिक्षुओं/कारीगरों को कॉयर यार्न और अन्य विविध कॉयर उत्पादों के उत्पादन में अपने कौशल को उन्नत करने में मदद करेगा। कयर इकाइयों को अधिक प्रभावी और कुशलता से चलाने के लिए उद्यमियों को ई. डी. पी. कार्यक्रमों में भाग लेकर प्रबंधन कौशल भी प्राप्त किया जा सकता है। कौशल उन्नयन: उद्यमिता संवर्धन: व्यक्तियों को ई. डी. पी., कार्यशालाओं, संगोष्ठियों और एक्सपोजर टूर के माध्यम से कॉयर प्रसंस्करण इकाइयां शुरू करने के लिए प्रोत्साहित करता है। - * * कौशल विकास प्रशिक्षण: * * कुशल श्रमशक्ति के निर्माण के लिए मूल्य वर्धित कॉयर उत्पादों, कताई और अन्य प्रक्रियाओं में प्रशिक्षण प्रदान करता है। - * * मासिक वजीफा समर्थन: * * प्रशिक्षुओं को कम प्रशिक्षण अवधि के लिए आनुपातिक भुगतान के साथ प्रति माह ₹3,000 की पेशकश करता है। प्रशिक्षक समर्थन: प्रशिक्षकों के लिए 15,000 रुपये प्रति माह तक के मानदेय के माध्यम से गुणवत्तापूर्ण प्रशिक्षण सुनिश्चित करता है। - * * परिचालन लागत सहायता: * * कच्चा बिजली और अन्य लागतों जैसे खर्चों के लिए प्रायोजक एजेंसियों को प्रति प्रशिक्षु प्रति माह ₹400 प्रदान करता है। प्रौद्योगिकी जागरूकता: श्रमिकों और उद्यमियों को आधुनिक कॉयर प्रसंस्करण प्रौद्योगिकियों को समझने और अपनाने में मदद करता है। प्रबंधन कौशल में वृद्धि: उद्यमियों को व्यवसाय प्रबंधन और परिचालन दक्षता में सुधार करने में सक्षम बनाता है। महिला कॉयर योजना (एम. वाई. सी.): महिला केंद्रित प्रशिक्षण: कॉयर से संबंधित गतिविधियों में ग्रामीण महिला कारीगरों के लिए विशेष प्रशिक्षण कार्यक्रम। उन्नत कौशल विकास: उत्पादकता और गुणवत्ता बढ़ाने के लिए आधुनिक मशीनरी और उन्नत प्रौद्योगिकी पर प्रशिक्षण। उद्यमिता समर्थन: महिलाओं को अपनी कॉयर इकाइयां शुरू करने में मदद करने के लिए उद्यमशीलता कार्यक्रमों के साथ एकीकरण। पी. एम. ई. जी. पी. के साथ जुड़ाव: पी. एम. ई. जी. पी. के माध्यम से स्व-रोजगार के लिए वित्तीय सहायता तक पहुंच की सुविधा प्रदान करता है। -. <बीआर>

• Self Help Groups (SHGs), NGOs registered in the Darpan portal of NITI Aayog, and Government Organizations can apply through the Regional /Sub Regional Office of the Board for organizing training programs at the field level. • Application Forms for the Scheme (Skill Upgradation and Mahila Coir Yojana)
Under the scheme the Board is conducting various programmes like Entrepreneurship Development Programme, Awareness Programme, Workshop, Seminar, Exposure Tour, etc. for attracting more entrepreneurs to start coir processing units. In order to create skilled manpower required for the coir industry, the Board is implementing various training programmes such as training on manufacturing of value added coir products, spinning, weaving and other product diversification process. All these training programmes are also available for women under the Mahila Coir Yojana.
The objective of the scheme is to train personnel, transfer of technology, self-employment to rural woman artisans, inculcating quality consciousness and Skill-Upgradation of Coir workers.
Regional/ Sub-regional offices/ training centres of the Board, Coir Board, Kochi
Self Help Groups (SHGs), NGOs registered in the Darpan Portal of NITI Ayog, and Government Organizations can apply through the Regional /Sub Regional Office of the Board for organizing training programs at the field level.
The Self-help Groups (SHGs), NGOs, and Government Organizations should have adequate infrastructural facilities such as work sheds, power connections, equipment, and raw materials.
Coir workers/entrepreneurs will get an awareness of modern technologies developed by the Coir Board. The training programme will help the trainees/ artisans to upgrade their skills in producing coir yarn and other diversified coir products. Management skills can also be acquired by attending EDP programmes to the entrepreneurs to run the Coir units more effectively and efficiently.
The candidates undergoing these skill development training programmes are given a monthly stipend amounting to [?]3000/- per month and in the case of training programmes of less than one-month duration, the stipend will be disbursed on a pro-rata basis.
The honorarium for the trainer will be limited to [?]15,000/- per month.
An amount of [?]400/- per head per month will be provided as financial assistance to the training sponsoring agency to meet the operational cost of the training for raw material, power charges, other incidentals etc. on submission of a self-certification of Expenditure from the Sponsoring Agency which will be verified and passed by the Regional/Sub Regional Officer for effecting the payment.
The financial assistance for procurement of machines/equipment may be obtained under the PMEGP scheme for setting up new coir units for which the maximum project cost is up to [?]25 lakhs.
