असम चाय और असम के चाय बागानों में पर्यटन की अपार संभावनाएं हैं। हालाँकि, चाय पर्यटन की क्षमता अपने वास्तविक संदर्भों में अनछुई रही है। असम के चाय बागान अपनी हरियाली, प्रतिष्ठित बंगलों और अपने विशिष्ट लयबद्ध संगीत और नृत्य के साथ टैन जातीय लोगों के साथ घरेलू और अंतर्राष्ट्रीय दोनों पर्यटकों की रुचि को आकर्षित करने की क्षमता रखते हैं और राज्य को एक शानदार राजस्व अवसर प्रदान कर सकते हैं। असम में चाय पर्यटन की अपार संभावनाओं को ध्यान में रखते हुए, मिशन मोड दृष्टिकोण में 50 चुनिंदा चाय उद्यानों को पर्यटन स्थलों के रूप में विकसित करने का प्रस्ताव है। असम में चाय पर्यटन का विकास, पर्यावरण को बनाए रखने और विरासत और संस्कृति को संरक्षित करने के अलावा, रोजगार के अवसर पैदा करके और ग्रामीण अर्थव्यवस्था को बढ़ावा देकर राज्य को लाभान्वित करेगा। असम में चाय पर्यटन की विशाल संभावनाओं को ध्यान में रखते हुए, असम सरकार ने "असम में चाय पर्यटन अवसंरचना का संवर्धन और विकास" योजना शुरू की, जिसमें मोटे तौर पर चाय बागान या राज्य के बीच पर्यटकों का समग्र अनुभव शामिल है, जिसमें आधुनिक सुविधाओं के साथ एक प्रतिष्ठित बंगले में आवास की सुविधा है। इस योजना के दायरे में एक हरे-भरे चाय बागान की प्राकृतिक सुंदरता में ट्रेकिंग, एक चाय परीक्षण सत्र शुरू करना, एक आधुनिक चाय कारखाने का दौरा करना और यहां तक कि चाय के पत्ते तोड़ने में भी अपना हाथ आजमाना आदि शामिल होंगे। योजना के तहत शुरू किए जाने वाले सभी घटक आवश्यकता-आधारित होंगे। इसके अलावा, इस योजना के तहत संभावित गतिविधियाँ इस प्रकार हो सकती हैंः क) विरासत बंगलों का नवीनीकरण. ख) विरासत में प्राप्त चाय अतिथि गृहों का नवीनीकरण. ग) चाय बागान के सामने की ओर सभी आधुनिक चाय पर्यटन निहितार्थों को दर्शाते हुए नवीनीकरण. घ) सभी आधुनिक सुविधाओं के साथ भोजन कक्ष/कैफेटेरिया का नवीनीकरण. ङ) सुविधा के हिस्से के रूप में स्विमिंग पूल/स्पा का विकास. च) मछली पकड़ने, नौका विहार, पानी के फव्वारे आदि सहित सुविधाएं छ) मनोरंजन सुविधा/योग केंद्र. ज) गोल्फ कोर्स का विकास. i) सौर रोशनी की स्थापना. ज) प्रस्तावित चाय पर्यटन गतिविधियों में स्थानीय युवाओं की भागीदारी विकसित की जाएगी. क) चाय पर्यटन को बढ़ावा देने के लिए चाय परीक्षण जैसी सुविधाओं का विकास किया जाएगा. l) चाय पर्यटन को बढ़ावा देने के लिए कोई भी अन्य सुविधा शामिल की जाएगी। 50 (सरकार का हिस्साः लाभार्थी का हिस्सा)। चयनित चाय बागान इस योजना के तहत लाभार्थी होंगे, जिनकी अधिकतम सीमा 2 करोड़ रुपये होगी। शेयर करें। निगरानीः इस योजना को असम पर्यटन विकास निगम (एटीडीसी) द्वारा लागू किया जाएगा और राज्य स्तरीय समिति (एसएलसी) द्वारा इसकी निगरानी की जाएगी। कोष प्रवाहः निधि अर्थात सरकार का हिस्सा लाभार्थियों को तीन किश्तों में निम्नलिखित तरीके से जारी किया जाएगाः उ. पहली किश्तः पहली किस्त जो योजना के तहत पात्र सब्सिडी का 20 प्रतिशत है, कार्यान्वयन एजेंसी के संबंधित इंजीनियरों द्वारा प्रस्तुत की जाने वाली प्रगति रिपोर्ट के आधार पर कुल अनुमानित परियोजना कार्य का 30 प्रतिशत पूरा होने पर जारी किया जाएगा। ख. दूसरी किश्तः दूसरी किस्त जो योजना के तहत पात्र सब्सिडी का 40 प्रतिशत है, कार्यान्वयन एजेंसी के संबंधित इंजीनियरों द्वारा प्रस्तुत की जाने वाली प्रगति रिपोर्ट के आधार पर कुल अनुमानित परियोजना कार्य का 70 प्रतिशत पूरा होने पर जारी किया जाएगा। ग. तीसरी और अंतिम किश्तः तीसरी और अंतिम किश्त यानी 40 प्रतिशत स्वीकृत कार्यों के पूरा होने और संबंधित इंजीनियरों द्वारा विधिवत प्रमाणित अंतिम प्रगति रिपोर्ट, बिल आदि जमा करने के बाद जारी किया जाएगा, जो दर्शाता है कि लाभार्थी चाय बागान ने परियोजना गतिविधियों को पूरा कर लिया है। तीसरी और अंतिम किश्त जारी करने के लिए, निधि जारी करने के प्रस्ताव के साथ निम्नलिखित दस्तावेज प्रस्तुत किए जाने हैंः साइट इंजीनियर द्वारा हस्ताक्षरित पूर्व-विकास, विकास के दौरान और विकास के बाद के चरण की तस्वीरें प्रस्तुत करना। परियोजना के भू-टैगिंग रिकॉर्ड प्रस्तुत करना (यदि लागू हो)। 100% कार्य पूरा होने की रिपोर्ट प्रस्तुत करना

चरण 1: Offline application — step 1
Step 01: Assam Tourism Development Corporation Ltd., will give wide publicity through open advertisements in daily newspapers, electronic media, etc. as per the norms. The applicant must check on a regular basis these sources of information. Step 02: The interested and eligible applicants shall apply in the prescribed format to be issued by the Managing Director, Assam Tourism Development Corporation Ltd., Guwahati, and will submit the same along with all supporting documents as specified. Step 03: Each individual tea garden meeting the eligibility criteria will apply for benefits under the scheme and come up with a presentation on the proposed infrastructure to be developed along with the estimated cost to be presented before the Selection Committee. Step 04: The application shall be scrutinized by the State Level Committee (SLC) for the selection of Tea Gardens to be undertaken under the project. Step 05: Once scrutiny is done, a physical inspection of the sites will be carried out by ATDC. Step 06: After scrutiny and physical inspection, the list of eligible tea gardens will be approved by the SLC for further implementation of the scheme. Step 07: SLC will act as the Guiding Force in all aspects for the effective implementation of the scheme.

A physical inspection of the shortlisted gardens to verify their feasibility will be conducted by Assam Tourism Development Corporation (ATDC) before final selection.
