What is MVSSP?
MVSSP stands for Maharishi Valmiki Sampoorn Swachata Puruskar, which is a competition organized by the Government of Himachal Pradesh to recognize and reward the cleanest Gram Panchayats at various levels.
Who is eligible to participate in the MVSSP competition?
Any Gram Panchayat that has achieved the status of being open defecation-free is eligible to participate in the MVSSP competition.
Can a Gram Panchayat participate in the MVSSP competition if it has previously won an award at a lower level?
Yes, a Gram Panchayat can participate in the competition at a higher level even if it has won an award at a lower level. However, winning Gram Panchayats at any level are excluded from participating in the same level for the next three years.
How are the assessments conducted in the MVSSP competition?
Assessment committees are set up at block, district, division, and state levels. The assessments are carried out based on prescribed norms and marking criteria by these committees.
Who makes up the assessment committees at different levels?
The assessment committees comprise members from Panchayat Samiti, NGOs, government officials from line departments, local press representatives, and other relevant stakeholders.
How is the assessment process carried out at the block level?
The block-level assessment committee visits all the participating Gram Panchayats in the block, assesses them based on the prescribed norms, and selects the best/cleanest Panchayats in that block.
What happens after the block-level assessment?
The block-level winners proceed to participate in the district-level competition, where a similar assessment process is conducted to select the best Panchayats at the district level
When do the assessments take place?
The assessments of the participating Gram Panchayats occur between April and July each year, with specific dates varying annually.
What are the prizes awarded to the winners?
The winners of MVSSP at different levels receive cash prizes, with amounts ranging from 1 lakh at the block level to 10 lakh at the state level.
Can a Gram Panchayat that has won at the state level participate again in the following years?
No, a Gram Panchayat that has won at the state level is not eligible to participate in the competition for the next three years after the year of winning.
