(1% p.a. rebate for women beneficiaries and 0.50% rebate for timely repayments.)- Repayment: Term loans drawn from NSKFDC will be required to be repaid upto 10 years in quarterly installments.- Moratorium: A moratorium period of 6 months in addition to the implementation period of 4 months will be allowed. <br>

Overview

The "Sanitary Marts Scheme" has been launched by the Ministry of Social Justice and Empowerment, Government of India and implemented by the National Safai Karamcharis Finance & Development Corporation. Under the scheme, financial assistance would be extended to individual beneficiaries/self-help groups of liberated manual scavengers/safai karamcharis and their dependents for the setting up of sanitary marts.

> Financial Assistance

Quantum of loan: 90% of the total cost with a maximum of ₹15,00,000/-.- Promoters’ Contribution: 10% of the total cost of a Sanitary Mart will be brought in by the beneficiaries- Interest: Interest payable by the beneficiaries shall not exceed 7% p.a. Eligibility

  • Safai Karamcharis (including Wastepickers), identified Manual Scavengers and their dependents.
  • Registered co-operative societies of Safai Karamcharis.
  • Legally constituted association/firm promoted by the target group, and
  • All those who produce a certificate from local Revenue Officer/local Municipal Officer/Cantonment Executive Officer/Railway Officer, Head of the Govt. Departments (i.e. Schools, Colleges, Forest, Health, Education, Animal Husbandry) having rank not less than Gazetted Officer, Elected Members of Municipal Body & Pradhan of Gram Panchayats, Regional Managers of Regional Rural Banks(RRBs)/Nationalised Banks.
  • However, under the MS Act, 2013, a person identified as a manual scavenger in a survey, need not to provide any certificate once his/her name appeared in the final list of Manual Scavengers prepared by State Governments/Union Territory Administration.
  • No income limit is fixed for availing financial assistance. However, other things being equal, NSKFDC accords priority to economic development and rehabilitation of –
  • Scavengers and amongst scavengers those scavengers whose income is below double the poverty line;
  • Women from among the target group and
  • Disabled persons among the target group.

How to Apply

  1. Step 1: Offline application

    > Application Process • The loan applications are submitted by the beneficiaries to the District Offices of State Channelizing Agencies (SCAs) of NSKFDC/ Branches of Regional Rural Banks(RRBs)/Nationalised Bank. • The District Offices of SCAs/Branches of RRBs/Nationalised Banks send these applications after scrutiny to their Head Offices. • The viability of the project proposals are being appraised by the SCAs/ RRBs/Nationalised Banks and the viable projects are sent to NSKFDC along with their recommendations. > Post-Application Process • The said project proposals are also appraised by the Project Appraisal Committee of NSKFDC and the proposals which are found to be in order, are placed before the Board of Directors for consideration and sanction. After sanction by the Board of Directors of NSKFDC, the sanction letters, also called Letter of Intents, are issued to the SCAs/RRBs/Nationalised for acceptance. • After acceptance of the terms and conditions of the sanction and execution of loan agreement/other documents, funds are released to the SCAs/RRBs/Nationalised Bank for onward disbursement to the beneficiaries. The release of funds is being made by NSKFDC on receipt of demand from the SCAs/RRBs/Nationalised Banks after considering all the parameters of release as per the Lending Policies & Guidelines (LPG) of NSKFDC. <br>

No income limit has been fixed for availing financial assistance under the scheme. <br>

What is the maximum loan amount available?

Beneficiaries can receive up to 90% of the total project cost, subject to a maximum loan amount of ₹15 lakh. <br>

What documents are required for eligibility verification?

Applicants may provide certificates issued by local Revenue Officers, Municipal Officers, Cantonment Executive Officers, Railway Officers, Gazetted Officers, elected municipal members, Gram Panchayat Pradhans, or Regional Managers of RRBs/Nationalised Banks. <br>

Do identified Manual Scavengers need to submit certificates?

No. Under the MS Act, 2013, identified Manual Scavengers whose names appear in the final survey list prepared by State Governments or UT Administrations are not required to submit additional certificates. <br>

Are women and differently-abled applicants given preference?

Yes. Priority is given to women beneficiaries, differently-abled persons, and economically weaker scavengers. <br>

Where should beneficiaries submit their applications?

Applications must be submitted to District Offices of State Channelizing Agencies (SCAs) of NSKFDC or branches of Regional Rural Banks (RRBs)/Nationalised Banks. <br>

How are loan applications processed?

Applications are scrutinized by SCAs/RRBs/Nationalised Banks and forwarded to NSKFDC for appraisal. After approval by the Board of Directors of NSKFDC, funds are released to the lending agencies for disbursement to beneficiaries. <br>

How much contribution is required from the beneficiary?

The beneficiary must contribute 10% of the total cost of establishing the Sanitary Mart. <br>
