डी. डी. यू.-जी. के. वाई. के लिए लक्षित समूह आयु वर्ग 15-35 में गरीब ग्रामीण युवा हैं।-महिला उम्मीदवारों और विशेष रूप से कमजोर जनजातीय समूहों (पी. वी. टी. जी.), विकलांग व्यक्तियों (पी. डब्ल्यू. डी.), ट्रांसजेंडर और अन्य विशेष समूहों जैसे पुनर्वासित बंधुआ श्रम, तस्करी के पीड़ित, हाथ से मैला साफ करने वाले, ट्रांस-जेंडर, एच. आई. वी. पॉजिटिव्यक्ति आदि के लिए ऊपरी आयु सीमा 45 वर्ष होगी। गरीबों की पहचान एक प्रक्रिया द्वारा की जाएगी जिसे * * गरीबों की सहभागी पहचान (पी. आई. पी.) * कहा जाएगा। जब तक गरीबी रेखा से नीचे (बी. पी. एल.) परिवारों की मौजूदा सूची के अलावा, पी. आई. पी. के उपयोग के माध्यम से गरीबों की पहचान नहीं की जाती है, तब तक निम्न में से किसी एक के रूप में अर्हता प्राप्त करने वाला आवेदक भी कौशल कार्यक्रम का लाभ उठाने का पात्र होगा, भले ही ऐसे युवा बी. पी. एल. सूची में न हों-पिछले वित्त वर्ष में कम से कम 15 दिनों का काम करने वाले मनरेगा कार्यकर्ता परिवारों के युवा, परिवार के किसी भी सदस्य द्वारा। आर. एस. बी. वाई. कार्ड वाले परिवार के युवा, जिसमें युवाओं का विवरण कार्ड में उल्लिखित हो।-उन परिवारों के युवा जिन्हें अन्त्योदय अन्न योजना/बी. पी. एल. पी. डी. एस. कार्ड जारी किए गए हैं।-उस परिवार के युवा जहां परिवार का कोई सदस्य एन. आर. एल. एम. के तहत एसएच. जी. का सदस्य है।
